The Republic of Ishwari Systems

Overview
   Formed after a series of bitter civil wars across the Ishwari sector, the Republic is a democratically governed coalition that stretches across 9 systems. The 13 worlds of the RIS boast a wide range of climates and environments, ranging from cold deserts on the mining world of Vost to jungles and swamps of the Rumi agri-colonies. Most of these worlds are host to large megacities, and interplanetary trade has made these cities into glittering metropolises. It naturally follows that certain degrees of specialization have occurred within the Republic, with certain worlds being primarily producers of raw materials and other worlds producing intellectual and manufactured goods. Wealth and prosperity is therefore not equally distributed, and these inequities frequently become the subject of furious senate debates or even the occasional insurrection. Unfortunately, the Republics great size has made federal governance very difficult, and crime and corruption are rampant. Because of these difficulties, most worlds are left or less to their own designs, with individual governance being managed by each world.

Governance
   The government is headed by the Ishwari High Council, who makes the executive decisions concerning the greater republic. Each system provides a single Oligarch to the council. (or Council of Nine, as it is often called) The legislative branch features senators drawn from every world ("State") and colony, with representation in the senate determined by the relative population of each State. This system frequently runs into problems, with multi-State systems often bitterly struggling over who to elect as Oligarch, as well as poorer States and colonies frequently being bought out by richer ones. With the majority of governance on each State being determined by a locally elected Polemarch, many question the efficacy or relevance of the federal government and often ignore the directives of the Republic.

   With official corruption and criminal activity often usurping the authority of the government, the federal government has a special tool in their arsenal--the Judiciary. The Judiciary acts as something of a law-enforcement agency, insuring local compliance to federal regulation. Drawn from a plethora of worlds, the "Judges" as they are known are trained to interpret and defend Republican law, and are both permitted and encouraged to use force to ensure that all worlds comply. The "Isaac IV Massacre" is an infamous case where three divisions of Judges dropped from space to "arrest" the leaders of the State government, inadvertently destroying much of the capital city in the ensuing chaos. Despite their relative notoriety for their harsh conduct, they are generally understood to ensure the cohesion of the Republic, ensuring that every world more-or-less does what it is supposed to.



Military
   The Greater Republican Armed Forces are the Republic's standing military. Technically, every military unit in the Republic is a part of the GRAF, but most operate as part of State or system militaries until they called into active Federal duty.


Culture
   Although each system is noted for having its own distinct culture, a general sense of unity still exists among the Ishwari, even if only as a menas of differentiating themselves from other empires or federations. Trade is a key element of the Ishwari lifestyle, and a highly competitive free market exists among Ishwar's worlds. This trade has built the towering, shining cities of the Republic, but not all that glitters is gold--an exceptionally large underworld feeds off of this wealth. Organized crime has its fingers in politics, interplanetary trade and piracy--and is often the subject of Judicary intervention.

   Because of this rampant crime, a large space-borne navy patrols every system, to ensure that trade operates smoothly and, most importantly, legally.

The Ishwari Republic (or the RIS) is a secular, regional, constitutionally governed republic with with a relatively long history. The RIS observes numerous intersystem treaties and regulations, and is a member of the ORTA (Outer-Rim Trade Alliance).

Ishwar
Population: 11 Billion
Primary Industries: Government, Electronics, Nanotech

The seat of Ishwari government, and the first settled planet of the empire. Ishwar has a very long history, as one of the very first worlds to be settled in the sector. Colonized by a wayward fleet of colony ships, the world was found to be ideal in climate for human habitation. Although the planet was known for its natural splendor, it has since become covered in massive, historic cities. It is a major hub for all trade within the Republic, and is known for its high output of complex electronics and nanotech. More importantly, it is generally accepted as the place to be for the politically ambitious.


Ebla
Population: 5 Billion
Primary Industries: Education, Research, Biotek

Famous for its places of higher learning, Ebla is home to many of the Republics research labs and academies. The best and the brightest of the Republic are sent here to learn, and as a result local industries are often the first to adopt new technology and experimental procedures. Of its numerous exports, Ebla is most known for its advanced Biotek, with applications in medicine, food, and even heavy industry. However, Ebla's wealth and intelligence does not reach all equally, and many Eblan laborers work simply to support the wealthy technologists and their costly endeavors without ever enjoying their benefits.


Vost
Population: 2 Billion
Primary Industries: Mining (Metals, Phosphates, Precious Metals, Precious Stones), Shipbuilding

Famously cold, Vost is just barely habitable by humans and as such boasts a relatively small population of 2 billion, primarily around the equator in large arcologies. Despite its harsh climate, Vost is highly mineral rich, and as such is home to the Republic's biggest shipyards. The vast majority of Vost's inhabitants are shipwrights, with the rest working in advanced agriculture and fishing.


Rumi
Population: 4 Billion
Primary Industries: Agriculture, Pharmaceuticals, Precious metals, Tourism
Known as the jungle world, Rumi is covered in dense native vegetation, and is relatively notorious as one of the most dangerous of the Republic's worlds. However, the jungle's biodiversity makes it one of the most productive, and massive, massive farms exploit the rich soil. Exporting billions of tons of foodstuffs every year, and the source of many useful pharmaceuticals, many brave work in the jungles to exploit this natural wealth. Other notable industries include precious metal mining. The native wildlife is also frequently a draw, for everyone from hopeful ranchers to hunters and tourists.


Endu
Population: 14 Billion
Primary Industries: Heavy Industry, Manufacturing, Narcotics

Endu is by a significant margin the most populous of the Republic's worlds, boasting numerous megacities that stretch across its surface. These cities are known as dangerous and seedy, including some regions where law enforcement simply cannot respond to the volume of crimes they are confronted with. Much of the cities factories are owned by criminal organizations, and the narcotics business has made many of these criminals rich enough to go toe-to-toe with any police they encounter. Federal intervention has only succeeded at surrounding the Endu with hundreds of monitor ships, in an attempt to prevent drugs from leaving the planet. Notoriously, many of these officials are either bought out or killed, and State forces have learned to simply leave the criminals alone.


Ardinni
Population: 1.2 Billion
Primary Industries: Deuterium Harvesting/Enriching, Aquaculture, Tourism

90% of the surface of Ardinni is covered in deep, deep oceans, and many doubted the wisdom of settling such a seemingly hostile environment. However, prospectors eventually discovered that the high pressures of oceans depths produced a wealth of deuterium. As a result, the planet has since been colonized and turned into an enormous Deuterium harvesting facility, with some 50% of inhabitants being employed in the industry. However, the massive oceans are also home to extensive fisheries, much of which are populated by fishes brought in from other worlds. The Republic runs on Ardinni deuterium, and is fed by her fish as well.


Isaac IV
Population: 7 Billion
Industries: Military Hardware, Heavy Machinery, Exotic Furs

One of the worlds furthest from Ishwar, Isaac IV has long been one of the least "cooperative" members of the Republic. With a population of 7 billion, and a relatively long history of its own, Isaacites often chafe under federal rule and often find loopholes to defy federal law. However, since the Isaac IV Insurrection, a brief period where the world seceded, it has been under much tighter control. Many on the planet are still bitter about the conflict, and as a result it is now riddled with crime. The planet still bears the scars of war, and is primarily a producer of weapons and heavy machinery.
